Statement Regarding Water Service Lines
As of October 1, 2024, and in accordance with Colorado Primary Drinking Water Regulations, Eagle River Water and Sanitation District (ERWSD) has completed a thorough review of its service line inventory. Based on the assessment, it is confirmed that there are no lead or galvanized service lines requiring replacement within the ERWSD water distribution system.
This determination is supported by the following sources of information:
Visual Inspection and Field Verification
Since 2020, visual inspections of service lines have been completed during cross-connection control surveys, which included all non-single-family residential connections. Additionally, since 2021, material type and diameter were documented during meter replacements and inspections. Standard Operating Procedures (SOPs) are in place for ongoing identification of service line materials during repair, replacement, or maintenance activities. Inspections carried out during routine maintenance and repairs have consistently confirmed the absence of lead or galvanized pipe needing replacement in service lines throughout the water system.
Review of Historical Records
A review of historical construction records, including blueprints, tap permits, and service line inspection forms, confirmed no evidence of lead service lines. Additionally, archived Rules and Regulations from as early as 1974 verify that only copper (type K) and ductile iron were permitted for water service lines.
Customer Records
The ERWSD Customer Information System (CIS) was used to compile an inventory of service lines, confirming a total of 9,732 service lines (excluding 388 dedicated irrigation service lines) within the District water systems. Customer accounts were cross-referenced with available service orders related to meter maintenance, where the material type of the service line at the point of entry was identified and recorded.
Based on the information above, ERWSD affirms that the water service lines within the system are composed of non-lead materials.
