Todd Fessenden, Glen Phelps Promoted

Eagle River Water & Sanitation District promoted Todd Fessenden to Director of Operations and Glen Phelps to Water Manager.
 
As Director of Operations, Fessenden directs the water, wastewater, distribution and collection, and capital improvement departments, which comprise two-thirds of the District’s work force.
 
As Water Manager, Fessenden was instrumental in positioning the District to meet future water demands and regulations. He stressed the public water system’s critical role in protecting public health by continuously improving drinking water quality.
 
Fessenden has 15 years of water industry experience; he’s been with the District since 2002 as a water treatment operator, Avon Drinking Water Facility supervisor, and water manager.
 
Phelps takes over as water manager, running a complex system that includes 3 surface water treatment plants, 17 wells, 48 water storage tanks, and 50 booster pump stations.
 
Phelps was hired in 1995 as a water treatment operator, has been the Vail water system supervisor, and most recently supervised the water department’s mechanical/electrical group.
 
Both Fessenden and Phelps are certified at the highest level available from the state of Colorado for water operators; Fessenden is similarly certified as a water distribution operator.
 
Eagle River Water & Sanitation District provides regional wastewater treatment services for Vail through Wolcott. It provides water service to Vail and, by contract with the Upper Eagle Regional Water Authority, to Arrowhead, Avon, Bachelor Gulch, Beaver Creek, Berry Creek, Cordillera, EagleVail, and Edwards.
